STUDENTS’ COUNCIL ELECTION (2019 – 2020)
It is announced with extreme pleasure that FCE administration has decided to establish Students’ Council to provide an opportunity to the students to express their views on issues of concern and to promote aims and objectives of the college with their active participation. Contribution of students through students’ council will bring significant benefits for the student and the college.
The Role of Student Council
1.To enhance communication between students, management, staff and parents
2.To promote an environment conducive to educational and personal development
3.To promote friendship and respect among pupils
4.To support the management and staff in the development of FCE
5.To represent the views of the students on matters of general concern to them

Rules for Students’ Council Election FCE (2019-2020)
1.Interested candidates can receive nomination forms from office of the Director Academics, Samia Rehman Dogar (Associate Professor) till October 22, 2019.
2.Last date for submission of nomination papers is October 25, 2019.
3.The candidates shall be present at the time of scrutiny of nomination papers on 28th October, 2019 between 10:00 am to 11:30 am in committee room in front of the office of the Director Academics, Samia Rehman Dogar (Associate Professor)
4.List of eligible candidates will be displayed on the same day.
5.Election will be conducted on October 30, 2019.
6.Polling hours and place of election will be announced
7.Counting of votes shall take place immediately after the polling time and results shall be announced by the election officer on the same

RULES OF ELIGIBILITY
The following shall be the rules of eligibility for the election of representatives to the Students’ Council.
1.All the bonafide students on the rolls of the College as on 22nd October 2019 are eligible to contest and vote at the election of Class
2.Students desirous of contesting the election shall file a nomination paper in the prescribed form (available on college website) and shall be dated, signed by the candidate and his/her two proposer and seconder entitled to vote from that particular
3.The signatures on the nomination forms submitted by a candidate should tally with his / her signature on his / her Identity card/admission form. In case the signatures do not tally, Scrutiny Officer may reject the said nomination forms at his
4.Student contestants passed in supplementary / repeat examination any time during graduation or taken admission as a repeater any time in the last 3 years are not eligible to contest the elections. (Along with the nomination paper contestant has to submit mark sheets of last two years examinations).
5.No student contestant shall be eligible to contest the elections to the college students’ council if he/ she have completed twenty five years of age by 22nd October 2019. (Along with the nomination paper submission of Matriculate certificate or any other proof showing date of birth is must for each contestant)
6.No student contestant shall be eligible to contest the elections to the college council if he/she
does not have 45% average marks in previous examination. (Along with the nomination paper submission of last 01 years mark sheets is must for each contestant. In case of delay of university results ,home exams will be considered)
7.It shall not be open to an elector (candidate from the electoral roll) to propose the candidature of more persons than the number of
8.The candidate can contest only for one seat.
9.Election of Students’ Council Representative shall be held by Ballot on the basis of principle of simple majority

11.At the time and place fixed for scrutiny of nominations, Intending candidates or any other bonafide student of this College duly authorized in writing by each such candidates shall alone be entitled to be present. The intending candidates or authorized student must produce duly signed Identity card of intending candidate for verification. In case a Candidate or his/her duly authorized representative remains absent during the scrutiny, no complaint whatsoever shall be entertained by the Committee afterwards under any circumstances regarding his/her
12.The students shall be allowed to vote on production of their Identity Cards only. Those who fail to produce their Identity card at the time of voting shall not be allowed to exercise their right to vote under any circumstances. (some other related evidence can be accepted in case ID card has not issued by college office)
13.Each Candidate shall be allowed to display one poster at marked places. They are forbidden to display their posters in the class rooms or anywhere else in the premises. Disfiguring of the wall by writing is not permitted. If any violation in this respect is detected, the candidate should take immediate steps within 2 hours to remove or wash such posters/writings etc. The “Best Poster Display” Shall be awarded a prize and that poster will be published in College Magazine.
14.The elected members of council must attend all the meetings scheduled on respective dates. Failure to attend the fixed meetings MORE THAN TWICE without prior permission of Director/ Chairperson Students’ Council may lead to termination of
